Kirk McDaniel
Director of Economic Development
Kirk McDaniel is an accomplished economic development professional with a strong record of shaping high‑impact public‑private projects and advancing strategic growth initiatives across North Texas. He has led multimillion‑dollar development negotiations, oversees major revitalization efforts, and guides the city’s long‑term economic vision through data‑driven financial modeling and collaborative partnership building. His background includes managing large‑scale Tax Increment Reinvestment Zones, structuring complex incentive agreements, and presenting to governing bodies on transformative land‑use and infrastructure projects. With experience spanning municipal management, fiscal strategy, and community‑centered development, Kirk brings a modern, analytical, and solutions‑oriented perspective to building vibrant, resilient communities.
As Director of Economic Development, Kirk McDaniel serves as the central point of contact for businesses, property owners, developers, and entrepreneurs. His role is focused on helping projects move forward by connecting businesses to the right local, regional, and state resources and guiding them through the process of locating, expanding, or investing in Seagoville.

Jose Hernandez
Chairman
Jose Hernandez is a Senior International Trade Compliance Manager with expertise in regulatory oversight and governance. He brings a practical, community focused perspective to the Seagoville Economic Development Corporation , with an interest in quality of life initiatives, responsible public investment, and long term community sustainability. He enjoys the outdoors and barbecuing in his free time.
Harold Magill
Vicechair
Harold Magill has dedicated sixteen years of service to the City of Seagoville, contributing his time and leadership across numerous boards, committees, and elected positions. Having lived in Seagoville for 49 years, he brings a deep, firsthand understanding of the community—knowledge that strengthens his ability to serve effectively and advocate for the needs of its citizens. Harold’s public service includes roles on the Board of Adjustments, the Planning and Zoning Commission, and the Economic Development Corporation, where he also served as Vice Chair. He has been a member of the Finance Audit Committee and the Charter Review Committee, and he has held multiple elected positions on the City Council, including Council Member, Mayor, and Mayor Pro‑Tem. He holds a Bachelor of Business Administration from Northwood University. Professionally, Harold brings twenty years of experience in the oil and mining industry, where he worked as a Manufacturing Engineer designing tools, jigs, and fixtures, as well as writing NC/CNC programs for the production of oil rigs, mining equipment, and related support systems. He also spent ten years in the HVAC industry, supplying, selling, and procuring equipment for residential, commercial, and computer‑based applications. His work supported installation, service, and repair operations for homes, restaurants, commercial facilities, and specialized computer environments. In addition, Harold has seven years of experience in Manufacturing Engineering supporting the design, production, and assembly of commercial and military aircraft. His work included involvement in top‑secret military aircraft projects—manufacturing, assembling, and testing advanced systems that now help protect the United States and its allies around the world.
Barbara Sherman

Barbara Sherman is the youngest of twelve children and graduated as the Salutatorian of her high school class. She is also the first member of her family to earn a college degree. Married to a pastor for many years, she is a proud mother, grandmother, and great‑grandmother. Throughout her career, Barbara has served in a wide range of professional roles, including librarian, interior designer, manufacturer’s sales representative, small business owner, science department chair for both Garland ISD and Dallas ISD, and science teacher. Her professional path reflects a lifelong commitment to learning, leadership, and service. Community involvement has always been central to Barbara’s life. She has volunteered extensively with local schools and served on advisory boards for Seagoville P‑TECH and Seagoville Middle School. Within her church, she has taught Sunday School and contributed to numerous committees. She also directed the free Kids’ Club after‑school program at Seagoville Elementary School, providing meaningful support to local families. Barbara has a deep love for Seagoville and is grateful for the many opportunities she has had to serve the community, including her work on the Board of Adjustments and the Seagoville Economic Development Corporation.
Diane Marshall

Diane Marshall currently serves as the Administrator and Director of the Woman’s Missionary Union of the Dallas Baptist Association, and also in direct sales with Pampered Chef. She brings a servant minded approach to leadership, supported by strong communication, time management, and organizational skills. Her background includes extensive experience in event planning, sales, and marketing across both large and small group settings. Diane is deeply committed to building meaningful relationships, leveraging her ability to connect with people, understand their personalities, and collaborate effectively to solve problems. She has a particular passion for creating, refining, and implementing procedures that strengthen organizational efficiency. Many of these skills were further developed through volunteer work during a period dedicated to family caregiving.
Diane is actively involved in numerous nonprofit and civic organizations including the Seagoville Chamber of Commerce, Keep Seagoville Beautiful, and the Seagoville Sunset Lions Club. Within her church community, she serves as Director of Missions and Director of Kids Church at First Baptist Church of Seagoville, and she also co directs activities for the Small Adult Group ministry.
Outside of her professional and volunteer commitments, Diane treasures time with her children, grandchildren, and especially her great grandson. She enjoys dancing, traveling, playing games, gardening—both flowers and vegetables—and even has a knack for winning contests from local radio stations.
Philip Pelayo

Philip Pelayo began his professional career with Greenforest Landscaping and Maintenance in 2003. Greenforest is a locally owned business that has proudly served Seagoville since 1965. Throughout his career, Philip has prioritized transparency, accessibility, and data-driven decision-making to ensure economic initiatives benefit all residents while supporting small businesses and encouraging responsible future development. Through active involvement with the Seagoville Youth Sports Association, and community partners, Philip promotes workforce readiness, civic engagement, and business-friendly policies that position the city for continued growth and long-term success. Outside of his professional and civic commitments, Philip enjoys spending time with his wife and two beautiful daughters, serving at his church, and remaining actively involved in the community he is proud to call home.
Sonya Hill Darby

Sonya Darby brings 10 years of mortgage experience working at Guaranty Bank, First American, and most recently Mr Cooper Mortgage. She has served in roles as a Senior Tax Researcher and Senior Escrow Specialist. Sonya has obtained a Bachelors of Science. Sonya's preference is service roles where she can make a positive impact and improve business processes for customers. In addition, Sonya has been a very active member at her church as an usher for many years. In her free time she enjoys movies and quite time with her husband, children, and her precious granddaughters.
Shelley Sipriano

Shelley Sipriano is a local Realtor with 12 years of experience. She has raised her family in this community, watching it grow from a small town into the place they proudly call home. Shelley is happily married to John Herriage (“JD”), and together they share six children. With their children now grown, the youngest will be graduating high school this year. Shelley loves being involved in Seagoville’s boards and community, where she continues to invest her time and passion.

The Seagoville Chamber of Commerce serves as a local business support and advocacy organization focused on strengthening the community’s economic vitality. The Chamber works to connect businesses, promote local commerce, and enhance the quality of life in Seagoville through networking, community events, and partnerships with civic and economic development partners. The organization supports business growth and collaboration across the region while helping to welcome new enterprises to the area.

Offers no-cost, confidential advising, business planning assistance, and training for entrepreneurs and small businesses.

Supports small businesses through financing programs, counseling, and federal contracting resources.
The Seagoville Economic Development Corporation serves as a guide through the broader business support ecosystem. Rather than sending businesses to multiple agencies on their own, the SEDC helps identify which resources are most relevant based on the stage, size, and goals of each business.
