City Council Recognizes Outstanding Service and Bravery

At the City Council Meeting held on February 9th, several citizens, officers, and employees were honored with Certificates of Recognition, Merit, and Life Saving Awards for their exceptional service, dedication, and courage.
Certificate of Recognition
Citizen on Patrol (C.O.P.) William Hearvin
On the evening of January 30, 2026, while volunteering as a Citizen on Patrol, William Hearvin witnessed a suspect fleeing from a stolen vehicle after a police pursuit. Mr. Hearvin immediately notified officers by radio and provided the suspect’s last known location. Officers were able to quickly locate and arrest the individual, who was also wanted for a parole violation.
Without Mr. Hearvin’s awareness and communication, the suspect may not have been apprehended and could have posed further danger to the community. His quick action and continued volunteer service reflect true dedication to Seagoville.
Winter Storm Commitment
The following officers were recognized for their dedication during the severe winter storm from January 24–27, when icy and hazardous conditions impacted North Texas:

- Officer Reggie Clark

- Officer Rudy Siller
- Officer Thanh Nguyen
- Officer Shelby Robertson
Several officers chose to lodge at the Police Department for multiple days to ensure adequate staffing and emergency response coverage. Some worked additional shifts to cover for colleagues who were unable to travel safely. Their willingness to be away from their families during dangerous conditions ensured the safety and continuity of police services for our community.
Public Works Parks Supervisor Justin Wilkerson
Justin Wilkerson was recognized for his partnership with the Police Department during the winter storm. He operated a sanding truck and worked closely with officers to identify and treat hazardous roadways. His efforts improved travel safety for residents and first responders alike.

Officer Sam Click
Officer Sam Click was honored for exceptional performance in the line of duty. On January 16, 2026, he identified and located a burglary suspect through surveillance footage and later tracked down a vehicle involved in a shooting incident. His proactive police work led to key arrests and demonstrated outstanding initiative and professionalism.
Civilian Life Saving Award
Douglas Lane
During the winter storm on January 27th, Douglas Lane, a tow operator with Ricky’s Wrecker, discovered a man in frigid water inside a culvert. When the individual became unconscious, Mr. Lane immediately acted, holding the man’s head above water while calling 9-1-1. He maintained his grip until officers arrived.
It is strongly believed that Mr. Lane’s actions prevented the man from drowning. His courage and quick thinking are credited with saving a life.

Responding to the emergency call, these officers worked together to remove the unconscious man from the water. Recognizing signs of a potential opioid overdose, Officer Burt administered Narcan while the others continued lifesaving efforts. The individual regained consciousness and was transported for medical care. He was later released from the ICU.
Without the coordinated actions of these officers, the outcome could have been tragic. Their training, teamwork, and decisive response directly contributed to saving a life.
The City of Seagoville is proud to recognize each of these individuals for their loyalty, professionalism, and commitment to protecting and serving our community. Their actions exemplify the highest standards of public service.
